Declaration London is just London not Greater London. Outer Villages and towns and cities are the suburbs of London
The Sovereign Empress Queen Ann declares that for defense purposes, the city of London is just the name London not Greater London and the original city of london is called Londres.
All villages outside a 90 minute subway train ride from The Palace of Buckingham are the end of the suburbs of London which reaches to Puzzle Town Cambridge, a Disney Park (Train Stop to be Published when the park is completed), Oxford where the Brittanica Encyclopedia facts are kept, Winchester, Worthing & Colchester. Those cities mark the end of the surburban train line and inclusion in the London Suburb Renovation by urban planners removing cult towers.
It is a global defense fact that cities with more than a two million person population are targets. In this area of the England on the Island of Atlantis, Home Office and the Ministry of Housing focus on developing urban areas under a canopy of park and keeping populations under two million.
Victoria Station near Buckingham Palace is the first canopy park green space that covers victoria station and the surrounding neighbourhood.
No residential building is over seven stories. Tower block and highrises are prohibited in areas around low building residential neighbourhoods.
At times of a declaration of war, the neighbourhood builders will build appropriate sound barriers approved by Home Office. All designated neighbourhoods will have access to the defense sound barrier plans for their neighbourhood.
All cities in the suburbs must remain under the population cap limit and incorporate green spaces to avoid being a defense target at times of war. The sovereign Empress palaces in the suburbs shall be a focal point for perfect villages surrounded by green spaces.
All buildings relocated from London to villages will be in this area with new train tracks funded by the Sovereign Empress for express trains into the city from neighbourhood villages. The sovereign Empress Queen Ann of England and Spain funds new trains to be owned by a new train line, the London Express which runs only as a commuter train system into London's main stations.

The villages are not marked by the Sovereign Empress Queen Ann but subjects may place signs stating the type of village. Urban planners will keep record of their development ideals at the royal archive.
Villages marked as private are developed as private communities with restricted residency and additional surveillance to protect residents.
Villages requested by the Sovereign Empress Queen Ann include:
- Perfect villages focused on Utopia that are located next to palaces and are supported and funded and managed by the Sovereign Empress Queen Ann.
- Communist villages memorials to Cambridge and the rebel community councils who voted and kept a form of peace for the prison camp inmates left behind after the war.
- Socialist villages to hold the history of Denmark
- Villages to hold the history of all commonwealth countries represented by the Sovereign Empress Queen Ann of England and Spain.
The capital of the Monarchy, where the ministry of wishful thinking is located in the basement, is in Londres and is the location where all governments and subjects may review the rules, laws and court cases of the Monarchy. A curator, librarian, and representative from St. James may be present by appointment.
The building and neighbourhood around the capital is under renovation and will look similar to the Capital of Madison Wisconsin USA.
The buildings around the capital will be moved to other areas of the suburbs, London, or will be taken down if not historically important or needed for the capital space.
The Bridge from the Capital to the Tate will be moved to another location. A new bridge will be built to memorialize Queen Elizabeth, Prince Philip, Prince Harry, Princess Taylor Sloan who died in the USA and Anna Chaux, my living adult daughter who was tortured during the conflict of 2016 to 2025 and is a private subject/citizen.
