  It is hereby declared that the identities that have been cleared by the government from 2019 to the present are in the ownership of the person who was placed in that identity by a government agency in a relocation program.  The persons relocated have no access to their former assets or identity.   The assignment of new identities is a tradition of governments.   The identities stolen from the Sovereign Empress Emmy in 2019 are not included in the ownership of identities and no person may replace a person who was a royal or an aristocrat.  Those persons who died in 2019 died out of sadness and their placeholders were retired as intelligence officers.  Anyone claiming line of succession to those persons is an actor and may request a new name to avoid confusion.
