Declaration: Inventory and Recovery of Assets in the United States of America
It has been brought to my attention that my assets have been misused by government agencies and individuals in the government since I was a child and they were trustees of my assets in the United States of America. These assets were inherited as various times and when I reached the age of majority, the United States agencies decided to continue managing my assets without my knowledge or consent.
An example of this is an issue that developed in the 90s where federal agencies decided to take my properties to build "end of times" locations in the Atlanta area. These locations are located on old Monarchy military bases that were not developed and were woodlands, property that was still in military style with low buildings and barracks, property that was not being renovated because they were owned by a monarchy and outside the control of the government.
In the 90s, federal agencies began taking these properties and developing them. The development of different properties was without the consent of Emmy Ann Horstkamp and was outside the area of eminent domain. The properties were filled with people from other areas of the country who were not residents of Atlanta or members of the Monarchy family of Emmy Ann Horstkamp Ramirez Chaux.
This declaration is based on fact. As head of all monarchies, all properties in the United States that have been put in "trusts" by those federal employees who had access to my estates and developed them without my consent are put on notice that Emmy Ann Horstkamp, Chief of the United States is declaring asset recovery and placing all those assets back into the federal system to be held in trust by a federal office in Missouri, USA. A rolling accounting of those trusts shall be made available for review upon request. The trusts are for the sole benefit of Emmy Ann Horstkamp and all assets must be inventoried and managed with monies from the trusts. There are no other beneficiaries from those federal trust funds.
If you were involved in the taking of the property of Emmy Ann Horstkamp, you will be sued individually in civil court and in the court of insult and the case will be passed to the criminal courts for review of your fiduciary duties and whether you violated your duties to a criminal extent.
This is Formal Notice by the Chief of the United States that this process is beginning for each State and each county of each state and each city of each state of the United States.
If your state is 100 percent owned by Emmy Horstkamp, Chief of the United States, then all revenues that are generated from my properties in that state belong to Emmy Ann Horstkamp. All Departments from all government agencies from all states including those states where I own 100 percent of the property must have their accountings approved by lawyers hired for this purpose to maintain transparency with the 100 defense departments in my working environment.
Because organized crime was involved in stealing the properties of Emmy Horstkamp, Homeland Security and the Secret Service have the authority to review all government budgets for money laundering by organized crime through government agencies. All assets of all persons who stole the assets of the Chief of the United States are frozen until this issue is resolved.
If you threaten the Chief of the United State, you are detained until the secret service is able to determine your sanity.
A Formal Notice of Asset Recovery was sent to different State Treasuries on January 14, 2026. All State Treasuries are the depository of assets of the Chief of the United States as sole heir of the monarchies. Each state shall have a full accounting of all the assets of each state and account for all assets within the state within 90 days and send the accounting to the White House for review.
The Chief of the United States inherited the title at age 7 and has been working with the defense department to clear up World War II issues in England and other monarchy properties.
Because Trump insisted he must be a king, the Sovereign Empress took the title away from the President to preserve democracy. The title Chief is equal to king and will never be given to any Man and the Sovereign Empress will not marry again nor give the title King to any Man on earth.
The kings from World War II were decapitated, skinned, attached to trees and not able to rule. In 2016, the Sovereign Empress affirmed sovereign boundaries and the right of each government to manage her property and her people. This affirmation requires an accounting from each country. This affirmation requires all countries to follow the rules of law and protect the property of the Sovereign Empress Emmy and her people.
I release funds from the state Treasuries to pay for the accounting and I release funds from the US Treasury to continue paying for a rolling accounting that monitors the expenses of the government.
