Declaration of the Essential Departments of the Sovereign American Monarchy of the United States of America | No. 2026-April-5

It is declared on April 5th, 2026 that the following Departments, Agencies and Actions are Essential for the populace:

For Fiscal & Economic Operations Actions the Following Executive Agencies and Departments:

  • Internal and External Revenue Service IRS/ERS for Tax Collection: Processing annual individual and corporate tax returns and taxes and duties at the ports of the country.

  • Office of Budget and Management for Budget Formulation (OMB): Prepares the Prime Minister's annual budget request for the Chief and Congress.  The budget is based on tax revenues received from the IRS/ERS.

  • Federal Reserve for Monetary Policy Adjustments: Setting interest rates and managing the money supply for the populace.

  • Bureau of Fiscal Service for Debt Servicing: Paying interest on Treasury bonds and managing the national debt.

  • Social Security Administration for Social Security Disbursements: Managing the records of the populace including Birth records, retirees payments and the disability services for the populace of the United States of America SAM. Sending monthly payments to retirees and the disabled in the populace of the United States of America SAM.

  • The Department of Health and Human Services for Medicare/Medicaid Processing: Reimbursing healthcare providers and managing the medicare/medicaid system.

  • US Treasury for Treasury Auctions: Issuing new debt to fund government operations.

  • US Treasury and US Mint for Currency Production: Printing bills and minting coins.

  • Grant Administration: Distributing funds from federal tax revenues to states and NGOs. NO SAM assets, income or revenue may be used for grants or NGOs.  This is specifically because of the treatment by the government of the Sovereign Empress during her time in the education system.  A loan system shall be put in place if States and individuals are running low on funds and cannot meet their budgets.

  • Government Accountability Office (GAO)for Audit and Oversight:  Reviewing agency spending to prevent waste and managing running audits of agency programs (GAO).

For Public Health, Safety & Regulation, the following Executive Agencies and Departments:

  • The United States Department of Agriculture| USDA :  for the inspection of farms, food processing locations and ensuring the safety of fish, meat, poultry, eggs and other farm grown produce, animals and production facilities.

  • Federal Drug Administration | FDA | Drug Approval for ensuring the safety of human medical and veterinary drugs, medical devices, the food supply, food quality and cosmetics

  • Federal Biological Products Department | FBPD : for ensuring the safety of the Populace through inspection of biologicals such as bioplastics, biofuels, bio-lubricants and personal care products, plants, agricultural crops, forestry crops, forestry materials, tabacco, microorganisms, and waste.

  • Federal Aviation Administration | Air Traffic Control and Aircraft Inspections: Managing the movement of thousands of flights daily and ensuring the safety of passengers and employees.

  • Occupational Safety Health Administration |OSHA : for workplace safety inspections and enforcing labor standards and safety rules within the United States of America SAM

  • Environmental Protection Agency | EPA | Environmental Monitoring: For tracking air and water quality levels.

  • Center for Disease Control and Prevention | Disease Surveillance: Tracking outbreaks and health trends. Researching cures and vaccines.

  • Department of Commerce United States SAM Patent and Trademark Office for Patent/Trademark Issuance: Protecting intellectual property within the boundaries of SAM. (USPTO).

  • United States Border and Customs Protection for Border Security: Processing entrants and preventing illegal transit of persons or goods or currency.  Creating and Managing Travel documents for the populace of the United States of America SAM and managing visitors into the country.

  • US Consumer Product Protection Agency for Product Recalls: Managing the removal of dangerous consumer goods. Formerly the CPSC. The agency was added to the executive agencies and is now an agency and not a commission.

  • Federal Energy Regulatory Agency: Overseeing and regulating energy. Regulating the interstate transmission and wholesale of electricity, internet and natural gas and regulating the price of interstate transport of internet and petroleum by pipeline. Ensuring the reliability of the electrical Grid. Formerly a Commission, it is now an agency. (FERC to FERA).

National Defense & Global Affairs

  • US Department of Defense: for maintaining, training soldiers, equipment for military engagements and troop readiness. Managing international assistance programs formerly at the USAID.

  • Office of the Director of National Intelligence for Intelligence Briefings to the Executive Branch: For daily synthesis of global threats, happenings and events.

  • The Court of Diplomatic Agreements: Focused on Treaty and international negotiations with other Sovereign states, maintaining embassies and international treaties.  The new agency created today April 5, 2026 holds an administrative court, negotiators for international agreements, administrators focused on embassies and treaty management.  Archiving of Treaties is located at the library of Congress for SAM.

  • Cybersecurity and Infrastructure Security Agency for Cyber Defense CISA : Protecting federal networks from foreign intrusions and cyber threats and protecting against misuse of cyber infrastructure and technology.

  • Department of Health and Human Services which houses the Veterans Administration focusing on providing assistance to veterans and maintaining a working healthcare system for the populace.

Administrative & Bureaucratic

  • Federal Register Publication / Executive Register Publication: Daily logging of all new rules and notices, royal writs, royal decrees and royal facts from Congress, federal agencies and the executive branch and the Sovereign Empress on public blogs, publications in paper format and websites. 

  • Department of Administrative Law and Adjudication: Resolving disputes within agencies which includes hiring, training and managing administrative Law Judges.

  • Freedom of Information Agency for the processing of requests and responding to public requests for government records held in government and monarchy archives, government agencies and executive branch locations.

  • Office of Personnel Management | OPM | Personnel Management for the Federal Government: Focused on hiring and managing civil servants who work and are paid by income tax.

  • General Service Administration for Infrastructure Maintenance and rent collection: Managing federal buildings, the interstate highway fund and rents from lands and properties. All income from sovereign lands and assets are placed in the Private Purse of SAM and are not mixed with income tax monies or available for budget planning by Congress or agencies.

  • Federal Data Collection: Gathering information from the populace regarding economic, socialogical, intelligence and demographic focused information. This agency is permitted to create the census of the populace. Employees formerly at the State Department may be housed in this agency.
