Decree by the Sovereign Empress Emmy : Essential Agencies and Departments for the Monarchy of ESAAM
It is declared on April 5, 2026 that for ESAAM the following are essential Ministries and Agencies for the Populace:
Fiscal & Economic Operations Actions the Following Executive Agencies and Departments:
Internal and External Revenue Service IRS/ERS for Tax Collection: Processing annual individual and corporate tax returns and taxes and duties at the ports of ESAAM and it's Territories.
Ministry of Budget and Management for Budget Formulation: Prepares the annual budget request to be presented to the Sovereign Empress Emmy Queen of ESAAM. The budget is based on tax revenues received from the IRS/ERS and may not use any other incomes or financial assets.
Monarchy Reserve for Monetary Policy Adjustments: Setting interest rates and managing the money supply for the populace of the Monarchy of ESAAM.
Ministry of Fiscal Service for Debt Servicing: Paying interest on Treasury bonds and managing the Monarchy debts.
Ministry of National Insurance and Pensions: Managing the records of the populace including Birth records, retirees records and payments, disability services for the populace of ESAAM. This Ministry Sends monthly payments to retirees and the disabled in the populace of ESAAM.
The Department of Health, Human, Family and Children's Services. Providers and manages the Monarchy Health System, Children and Families systems, Medical Facilities, Oversees the registration and regulation of Designer persons facilities, monitors and regulates research facilities. Also houses the Veterans Administration focusing on providing assistance to veterans and maintaining a working healthcare system for the populace.
Monarchy Treasury for Money Maintenance and Auctions: Issuing new debt to fund government expenses. Maintaining the Monarchy funds for the Monarch and the populace.
Monarchy Treasury and Monarchy Mint for Coin Production: Minting coins and managing currency and currency production for the populace of the Monarchy.
Ministry for Government Accountability for Audit and Oversight of Ministries: Reviewing Ministry and department spending to prevent waste and managing running audits of department programs.

Monarchy Aviation Administration | Air Traffic Control and Aircraft Inspections: Managing the movement of thousands of flights daily and ensuring the safety of passengers and employees and airport infrastructure.
Occupational Safety Health Administration |OSHA : for workplace safety inspections and enforcing labor standards and safety rules within the Monarchy of ESAAM.
Environmental Protection Agency | EPA | Environmental Monitoring: For tracking air and water quality levels.
Monarchy Center for Disease Control, Prevention and Disease Surveillance: Tracking outbreaks and health issues. Researching cures and vaccines.
Companies House holding the Ministry of Commerce, Patent and Trademark Office for Patent/Trademark Issuance: Protecting intellectual property within the boundaries of the Monarchy and the European Union.
Ministry of Border and Customs Protection for Border Security: Processing entrants and preventing illegal transit of persons or goods or currency. Creating and Managing Travel documents for the populace of ESAAM and managing visitors into the country.
Ministry of Consumer Product Protection Agency for Product Recalls: Managing the removal of dangerous consumer goods. The agency was added to the executive agencies and is now an agency.
Ministry of Energy Regulation: Overseeing and regulating energy. Regulating the interstate transmission and wholesale of electricity, internet and natural gas and regulating the price of interstate transport of internet and petroleum by pipelines. Ensuring the reliability of the electrical Grid. Monitoring Nuclear waste sites and energy waste products disposal and or recycling.
National Defense & Global Affairs
Ministry of Defense: for maintaining, training soldiers, equipment for military engagements and troop readiness. Includes the National Guard, the Navy, the Air Force, Space Platform. Responsible for Managing international assistance programs.
Ministry of National Intelligence for Intelligence Briefings to the Monarch: For daily synthesis of global threats, happenings and events which affect the Monarchy.
Ministry of Diplomatic Agreements: Focused on Treaty and international negotiations with other Sovereign states, maintaining embassies and international treaties. The new agency created today April 5, 2026 holds an administrative court focused on treaty violations, negotiators for international agreements, administrators focused on embassies and treaty management. Archiving of Treaties is located at the Monarchy Library.
Cybersecurity and Infrastructure Security Agency for Cyber Defense Protecting Monarchy networks from foreign intrusions and cyber threats and protecting against misuse of cyber infrastructure and technology. This department is located within Home Office.

Monarchy Register Publication / Executive Register Publication for the Sovereign Empress Emmy: Daily logging of all new rules and notices, royal writs, royal decrees and royal facts from the Monarchy, Monarchy agencies and the executive branch of departments working with the Sovereign Empress. Publication on public blogs, publications in paper format and digital websites.
Ministry of Administrative Law and Adjudication: Resolving disputes within agencies which includes hiring, training and managing administrative Law Judges.
Freedom of Information Agency for the processing of requests and responding to public requests for government records held in government and monarchy archives, government agencies and executive branch locations.
Office of Personnel Management | OPM | Personnel Management for the Federal Government: Focused on hiring and managing civil servants who work and are paid by income tax.
Ministry of Law - The legal system for the Monarchy based on the US common law system using laws adopted from the United State of America SAM to protect the populace. A full review of all laws is required by the Ministry to ensure they apply to ESAAM. All other laws created between 2015 to 2025 are set aside and archived for historical review of treasoners.
General Service Administration for Infrastructure Maintenance and rent collection: Managing Monarchy buildings available to the public, the Monarchy highway fund, rents from lands and properties managed by the Monarchy for the Sovereign Queen Morgen Ann of ESAAM. All income from sovereign lands and assets are placed in the Private Purse of the Sovereign Empress Queen Morgen Ann of ESAAM and are not mixed with income tax monies nor available for budget planning by any ministry, department or agency.
Monarchy Data Collection | Monarchy Intelligence 5th : Gathering information from the populace regarding economic, socialogical, intelligence and demographic focused information. This agency is permitted to create the census of the populace. Employees formerly from other intelligence agencies and Departments may be housed in this agency with approval of MI-5
