Order: Rules Hurting the Sovereign Empress Emmy and Emmy Ann Horstkamp within the Treasuries of the Monarchies are set aside

 It is hereby declared and affirmed that all rules within the monarchies that mention the Sovereign Empress's finances are set aside. It is hereby declared that the rules limiting funds to the Sovereign Empress Emmy, Emmy Ann Horstkamp, the Queen of England, the Queen of America, SAM at the Treasury are set aside. 

It is ordered that each Treasury in each monarchy allow the Sovereign Empress Emmy, Emmy Ann Horstkamp full access to her funds as requested in her letters.  The Sovereign Empress has set a budget for herself for each month and this budget has been published in the Civil List.  The Sovereign Empress Emmy has also emailed and written with direct instructions regarding financials to the Treasury of the US and the Treasury of England and Treasury of ESAAM.

No other funds are allowed to be removed by other persons from her private privy purse in any Monarchy a direct request monitored by surveillance from the Sovereign Empress Emmy.
